NEHCF Educational Support Policy

1. Purpose and Scope
This policy outlines the principles, criteria, and procedures under which the Noor Education & Healthcare Foundation (NEHCF) provides educational and skill-building support to children from low-income families. It ensures that assistance is delivered equitably, transparently, and in a manner that aligns with NEHCF’s mission to uplift the quality of life for underprivileged communities.

2. Eligibility Criteria

2.1 Income Threshold

  • NEHCF supports families whose monthly income is equal to or less than 30,000/- rupees, or whose employment falls within Grade/Scale 12 or below.
  • Proof of income, such as pay slips or employment certificates, may be requested to verify eligibility.

2.2 Priority for Gender

  • Both boys and girls are eligible for educational assistance.
  • Priority is given to girls to promote gender equity in education, recognizing that empowering young women through education can yield long-term positive community impact.

3. Types of Support Provided

3.1 Educational Fee Assistance

  • NEHCF covers tuition fees from early education (e.g., Montessori) up to higher education (college or university level), ensuring continuous academic progress.
  • This support may be extended to children pursuing regular academic programs, professional certifications, or other approved courses relevant to their educational growth.

3.2 Technical and Skill-Based Courses

  • Beyond conventional academics, NEHCF may cover fees for technical training, vocational courses, or skill-building programs.
  • This aims to equip beneficiaries with practical skills that can improve their employability and future earning potential.

4. Duration and Continuity of Support

4.1 Initial Support Period

  • Children accepted into the NEHCF program receive support on a yearly basis, subject to the availability of funds and compliance with the program’s terms.

4.2 Extended Support for High-Achieving Students

  • If a child has been supported by NEHCF for more than five years and has consistently achieved satisfactory or outstanding academic results, they may be considered for continued support into higher education.
  • Such extended support is subject to performance evaluations, recommendations from educational institutions, and the availability of organizational resources.

5. Payment and Record-Keeping Procedures

5.1 Direct Fee Payments

  • To maintain financial transparency and ensure that funds are used solely for educational purposes, NEHCF pays all approved fees directly to the schools, colleges, or institutes.
  • No cash payments or reimbursements are made directly to the beneficiary’s family.

5.2 Documentation and Record Maintenance

  • NEHCF maintains detailed records of all fee payments, including receipts and invoices, in each student’s file.
  • These records facilitate periodic reviews, audits, and assessments of the impact of NEHCF’s support.

6. Performance Recognition

6.1 Certificates and Awards

  • Students who demonstrate outstanding academic performance, show significant improvement, or achieve notable milestones may be honored with certificates of appreciation or other appropriate forms of recognition.
  • Such acknowledgments occur during the annual day of NEHCF, serving as motivation for continued excellence and personal growth.

7. Sustainability and Self-Sufficiency

7.1 Management Responsibility

  • NEHCF’s management is tasked with implementing strategies to ensure the long-term sustainability and self-sufficiency of the foundation’s educational programs.
  • This includes resource optimization, fundraising initiatives, donor engagement, volunteer mobilization, and continuous improvement of organizational processes.

8. Policy Review and Revisions

8.1 Annual Review

  • This policy is subject to an annual review, carried out on December 31 each year, or as deemed necessary by the NEHCF Board of Trustees and management team.

8.2 Amendments and Updates

  • Policy revisions will consider evolving community needs, changes in economic conditions, the performance outcomes of current beneficiaries, donor feedback, and new educational opportunities.
  • Any amendments shall be communicated promptly to all stakeholders, ensuring that the program’s aims, criteria, and operations remain transparent and aligned with NEHCF’s mission.

9. Compliance and Contact
